Medical vs. Recreational Cannabis in Maryland

Two Programs, One Dispensary

SOL Cannabis serves both adult-use (recreational) customers and registered medical cannabis patients from the same location. The two programs have different eligibility rules, different menus, and different purchase limits — but walk through the same front door.

Understanding which program applies to you takes about two minutes. This lesson covers the key differences so you can make an informed choice before your visit.

Adult-Use (Recreational)

Maryland's adult-use program launched in July 2023. Any adult 21 or older with a valid government-issued photo ID can purchase cannabis from the adult-use menu without registration, paperwork, or a medical certification.

Who can buy: Anyone 21 or older presenting a valid government-issued photo ID.

What you need: Your ID at the door and again at point of sale — no dispensary registration required.

Purchase limits (single transaction): Maryland sets limits on how much cannabis an adult-use customer may purchase per transaction. These limits are set by the Maryland Cannabis Administration and can change by regulation. Medical Cannabis

Maryland's medical cannabis program has been operating since 2017. It is designed for Maryland residents who have a qualifying medical condition certified by a licensed healthcare provider.

Who can participate: Maryland residents who have received a written certification from a licensed healthcare provider (physician, nurse practitioner, or dentist) and have registered with the Maryland Cannabis Administration (formerly the MMCC).

Age: Medical patients may be any age. Patients under 21 require a caregiver.

What you need: A valid MCA patient credential and a valid photo ID. Your credential is typically accessed via the Maryland One Stop online portal or a printed verification page.

Purchase limits: Medical patients have separate, generally higher purchase limits than adult-use customers. Limits are set by the Maryland Cannabis Administration and may change; confirm current limits at your visit.

Is the Medical Menu Different?

At SOL Cannabis, the medical and adult-use menus draw from the same licensed inventory, but medical patients may have access to specific product formulations or dosing formats that are only available on the medical menu — particularly for tinctures, capsules, and high-CBD or specialty products.

Does Medical Confer a Tax Advantage?

Yes — in Maryland, qualifying medical cannabis patients are exempt from the state cannabis excise tax that applies to adult-use purchases. If you use cannabis regularly for a documented health condition, the tax savings over time can be meaningful.

Adult-use purchases are subject to Maryland's cannabis excise tax (applied at the point of sale). The exact rate may change; current rates are available through the Maryland Cannabis Administration.

Which Program Is Right for You?

If you are 21 or older and do not have an existing medical certification, the adult-use program is the simplest path. You do not need to register, wait for credentials, or involve a healthcare provider.

If you use cannabis regularly for a documented health condition and want access to the medical menu, higher purchase limits, and the tax exemption, the medical program may be worth the additional steps of obtaining a certification and registering with the Maryland Cannabis Administration.
